Opening

The meeting was called to order by president James Raboin, at the home of Richard Larsen, at 7:00 pm.

Newbiz

1. Pool sessions – Dan pleaded on the website message board for folks to state their level of interest in pool sessions this winter, in Burlington and elsewhere. His plea yielded a couple of responses in favor of UVM sessions. Eve said there had been a couple of winter 2006 sessions at VTC hosted by VT Law School students, but the details for 2007 were unknown. Stephanie and Eric Rossier, who have organized and hosted the Bristol / Mt. Abe pool sessions in recent years are no longer living in Vermont and no one yet has volunteered to organize those sessions for 2007. John Barrows might be a possibility.
Dan proposes for 2007 again holding 8-10 sessions, with some of them being 2 hours as opposed to 90 minutes and devoted to more formal instruction. Dan proposed the stop-loss limit for early pool session deficits should be raised to $200, so that low turn-out in early winter, e.g. if there were a big storm, does not derail future sessions. VPC member charges of $10/session and $12 for non-VPC members was proposed. We could also do a couple of mini-workshops on safety, with the instructor attending for free. Because the overall budget is in reasonably good shape, Dan’s aim for the UVM pool sessions is to break even, though the typical budget effect of pool sessions in a “typical” year is positive, generally netting around $300.
Dan’s proposal for 2007 winter sessions at the UVM pool is contingent on no competing local pool sessions coming up, and on the rental/use fees at UVM for 2007 being comparable to 2006.
2. Budget 2007 - Rich presented “a typical year” outlook. The discretionary expenses in excess of membership dues need to be offset by “profitable” clinics and/or pool sessions. If not, we end the year with a budget deficit. So far for 2006, income ($) has exceeded expenses ($) by $566. Consequently, the end-of-2006 bottom line is projected to be $1890.34, and this is the highest balance the treasury has had in at least 5 years.
3. Before next meeting, board members are encouraged to consider any adjustments that we would make to Rich’s “working budget”, so that we can adopt an official budget for the coming year.
4. Survey Results – Dan spoke about the survey results a bit [Dan, can you elaborate here for me??]

Oldbiz

1. John Floyd (Design Signs) delivered the new VPC banner, and James displayed it at the West River Weekend.
2. Kim Thomas has resigned as Communication Director. A replacement will be sought in time to assist publishing the March Bow and Stern. Sending out the (weekly) VPCNews will be the responsibility of remaining board members, in the interim, and Dan said he would try to do this on a regular basis.
3. Risk Mitigation Guidelines:
The edits that Dan offered to Richard’s first draft were discussed, and the document was “finalized” by consensus. It was moved and seconded that this version be sent to the ACA for their input before it becomes official. Dan agreed to get this done.
4. Brent Osborne, clinic volunteer, had requested a copy of the August Bow and Stern. Rich agreed to send him a hard copy in the US mail.
5. The Winooski Harvest Fest was sunny, and there were a lot of people there for the activities and the booths. Kim and James answered paddling questions at a table they set up, and Chris Weed along with James kayaked the falls several times to entertain onlookers. Chris put up several signs promoting the whitewater potential of the area and mentioning the VPC website. Trevor Squirrel talked with James and Chris about future prospects for promoting recreational activities at this site, including paddling.

Closing

Dan agreed to host the November meeting. We will be sure to invite Norm to attend for the budget discussion, among other things. The meeting around 9:15 pm.
